What is the difference between flipping and rotating?

Does flipping reduce image quality?

No. A flip only rearranges existing pixels, so no detail is lost. If you download as PNG the result is pixel-perfect; JPG and WebP apply their usual lossy compression, which you can control with the quality slider.
